Power to the people If city officials have their way, Cambridge could become its own power supplier. That was the message last Monday from city councilors, who railed against energy company NStar's service. ''After four years . . . of begging them to give service to our community, I have had enough," said Councilor Henrietta Davis, who complained about frequent power outages around the city. Last March, in response to complaints about broken streetlights, the city bought the lights from NStar and now maintains them. The council unanimously passed an order calling for the city manager to investigate the steps needed to develop a municipal power company.
